The Broward County, Fla., teachers union has filed two complaints against the district's schools for not complying with the state's class-size requirements. Those cases involve co-teaching, in which teachers report that two teachers are assigned to a class, but only one is present. In other complaints given to the union, teachers reported that students were assigned to one room, but were taught in another. District officials said the allegations would be investigated.
