Transportation Secretary Ray LaHood is set to officially announce the second round of high-speed rail grants totaling $2.4 billion. The Virginia Department of Rail and Public Transportation reportedly will receive $45 million in grants to complete preliminary engineering on a high-speed rail line, while Texas is expected to receive a $5.6 million grant for work on a passenger-rail line stretching from Oklahoma City to the Rio Grande. Other expected recipients include California, Florida, Iowa/Illinois and Michigan.
