Officials in Montgomery County, Md., are considering several options in modifying a regulation proposed by County Executive Isiah Leggett that would require constant supervision of a tethered dog. Members of a County Council committee think the legislation would be a heavy burden to pet owners. Other options being looked at include implementing a time limit for unsupervised dog tethering and extending the hours of the overnight tethering ban.
