Congress is considering legislation to punish China for allegedly undervaluing the yuan, saying China's currency policy takes jobs away from the U.S. However, economists said turning to protectionism could end up costing the U.S. Protecting one industry can hurt another, experts said. Thirty-six trade groups, including the National Retail Federation and the American Soybean Association, have written to House leaders opposing the bill.
