Main Street players are caught in a vicious cycle, experts say, as consumers continue to avoid spending in the down economy and small businesses hold back on hiring and other economy-boosting plans until spending increases. This cycle is also hitting small businesses much harder than large ones. NFIB's September survey found that only 8% of small-business owners plan to hire, while 31% of big businesses do, according to the latest Business Roundtable CEO Economic Outlook Survey of leading U.S. companies.
