A rainstorm swept about 25 gallons of a white roofing material, consisting mainly of titanium oxide and a drying agent, into Matadero Creek in Palo Alto, Calif., on Sunday, turning the creek cloudy. A contractor had used an acrylic elastomeric paint to coat a roof, but the paint failed to dry before the rainstorm struck, city officials said.
