A recent internal audit by Portland Public Schools found the Oregon district is not adequately serving its 4,700 students who are learning English as a second language. The district has not been in compliance with federal laws for 13 of the past 17 years, the audit found, and the problem appears to be worsening as the number of ESL students in the district increases. But one elementary school is finding success with a program that sets aside two hours of reading time for ESL students each day.
