The Commodity Futures Trading Commission has proposed rules governing "back office" functions of major swaps players, but the regulator said it has yet to settle on some of the more controversial swaps issues. The proposals include registration rules for overseas exchanges and firewalls separating traders and analysts. They are part of a series of regulations the CFTC will implement, as directed by the Dodd-Frank Act.
