An internal report by the Commodity Futures Trading Commission states that a lack of cooperation among the agency's divisions that monitor and police markets makes it difficult for the regulator to battle market manipulation. Communication issues between the agency's units for market oversight and enforcement "impede the overall effectiveness of the commission's efforts to not only detect and prevent, but in certain circumstances, to take enforcement action against market manipulation," according to the report.
