Environmental Protection Agency Assistant Administrator Gina McCarthy is confident of a "smooth transition" when rules for industrial sources of greenhouse gases take effect Jan. 2. The new rules will be enforced as scheduled, said McCarthy, despite the legal challenges filed by some states and industries. "We believe we have written the rule in a way that is sound, that is legally defensible and will hold up in a court of law," she said.
