Houston school officials are planning to cut summer-school hours and charge a fee for some summer-enrichment programs as part of a cost-savings plan. Schools may also reduce the number of students eligible for summer school, giving preference to the worst-performing students. Officials said the shorter summer-school days would be higher quality, but critics said the plan goes against the national trend of bolstering student learning through expanded summer programs.
