A state panel in Maryland rejected a proposal Monday to base half of teachers' evaluations on student achievement. The change in the way teachers are graded was part of the state's successful application for federal Race to the Top funds. The state school board proposed the change, and if it continues its support, Gov. Martin O'Malley would have to decide whether to enforce the proposal. A spokesman for the governor said O'Malley will not jeopardize the state's $250 million in Race to the Top funding.
