School and city officials in New Haven, Conn., and Yale University announced a program to pay college tuition -- but not room and board -- for many city students who earn at least a 3.0 average in high school. The New Haven Promise program requires that students attend school 90% of the time, have a clean discipline record, complete 40 hours of community service and attend a public university or college in Connecticut. Students who attend an in-state private college will receive $2,500.
