Small businesses may be turning a corner, but full recovery is a long way away, experts say. They cite National Federation of Independent Business data that show the average employment change at small firms was at zero in October and optimism increased, but the numbers still remain near recession levels. "There's small improvement going on, sure, but it's nowhere near where we should be in an economic recovery," said the Small Business and Entrepreneurship Council's Raymond Keating.
