Huaneng Power International, China's biggest utility company, will build a $75 million wind farm in northern China as part of an effort to wean itself away from coal-powered generation. The company is unable to adjust to high coal prices by charging customers because of China's federally set energy tariffs, so officials hope the 48-megawatt plant will help curb the company's production costs.
