Columnist Jim McTague discusses a 66-page report from President Barack Obama's deficit-reduction commission, saying many of the recommendations have been made before. McTague writes that the time for discussion has passed -- it's time for Congress to take action and reduce the deficit. He also notes that the report predictably calls for a simplified tax regime with restricted deductions, a shrinkage of the federal payroll and curbs on future spending for Medicare, Social Security and other entitlements. The report does not, however, include any "visionary surprises," he writes.
