A co-chairman of the presidential oil-spill panel is wondering why Senate Republicans blocked the panel's request for subpoena authority, which made it more difficult to accomplish their job. "I remain mystified as to why a few senators decided to deny this commission this power when subpoena power has been granted as almost an absolute for congressional commissions, which have analogous responsibilities to ours," said former Florida Sen. Bob Graham.
