The executive committee of the Council of State Governments has passed a resolution that endorses a model law proposed by the National Conference of Insurance Legislators for the implementation of the surplus-lines reform law. Rep. George Keiser, R-N.D., NCOIL president, lauded the council's decision, calling it "the only appropriate mechanism to respond" to the financial-reform law. "With vast numbers of new faces entering state government in 2011 -- many for the first time -- consensus guidance from leading national organizations will go a long way to assure passage of the effective surplus-lines tax compact," he added.
