Negotiators at the Cancun climate talks did not specifically mention aviation in agreeing to the outlines of a "Green Climate Fund," leaving ICAO as the recognized global forum for addressing airline emissions. "The global aviation industry, unlike any other, has a strong set of ambitious targets to reduce the 2% of carbon emissions it currently produces," noted Paul Steele of the Air Transport Action Group. "We will continue to work actively through ICAO and encourage governments to respect our targets and take the steps that they need to ensure the industry is able to meet the emissions challenge."
