Illinois recently became the first state to require that any school where at least 20 students speak the same foreign language should offer preschool classes in that language. However, a new study funded by the McCormick Foundation that looks at preschool attendance among 4-year-olds shows only 35% of Latino children in Illinois attend preschool, compared with 66% of whites and 54% of blacks. Some speculate that parents may not be aware of the existence of bilingual preschools.
