Apartments are a small but profitable component of the portfolios of Fannie Mae and Freddie Mac, says BRE Properties President and CEO Constance B. Moore. That's why the government needs to consider apartments as it crafts its new regulatory approach to the GSEs, she says. Most REITs use unsecured debt for ongoing funding needs but rely on the GSEs to provide liquidity for buyers in property sales.
