The reactor crisis in Japan is "on the verge of stabilizing," said Bill Borchardt, the Nuclear Regulatory Commission's executive director for operations. "The fact that offsite power is close to being available for use by plant equipment is the first optimistic sign that things could be turning around," Borchardt said. Water is also streaming to cool the radioactive rods at the Fukushima Daiichi plant, he added.
