Senate Finance Committee Chairman Max Baucus, D-Mont., circulated a "blueprint" that aims to "encourage increased production of cleaner and more affordable domestically-produced fuel" and "incentivize the infrastructure needed to support clean-energy vehicles." In addition, Baucus proposes to keep the five biggest oil firms from claiming a tax credit on domestic production income, scale back their tax break for payments to foreign governments and add a levy on some oil operations in the Gulf of Mexico.
