Jon Tester, D-Mont., has proposed an amendment to a small-business bill that would delay implementation of the Durbin amendment, a measure that The Financial Services Roundtable and other banking groups oppose. Lawmakers are expected to vote on the bill this week. One twist in the Durbin amendment is that it directly addresses fraud concerns, proposing that financial institutions use the fees to prevent fraud.
