In coordination with congressional committees and business allies, the Obama administration plans to present to Congress a proposal for corporate taxes that Treasury Secretary Timothy Geithner vows will be "pro investment, pro growth, pro competitiveness." General Electric and Intel leaders met with officials two months ago and said the U.S. has one of the highest tax rates in the world. Even with the White House pushing an overhaul plan, it's unclear whether the divided Congress will be willing to take the issue on.
