Many hospital CIOs believe the bar set by the recently released CMS proposal on accountable care organizations is too high for most health groups to qualify for the Shared Savings program. "We were surprised at some of the items, including that at least 50% of an ACO's primary care physicians must be meaningful users by the start of the second year," said Linda Reed, CIO of Morris Plains, N.J.-based Atlantic Health.
