Kansas Gov. Sam Brownback recently signed a new law encouraging families to move to counties in the state that have experienced declining populations over the past 10 years by offering to waive their income taxes for five years. Similarly, those counties are in dire need of veterinarians, which suggests that the number of animal doctors tracks with the decline or growth of the residential population, says Kansas veterinarian Mike Whitehair, who has served as an AVMA delegate for the state's Veterinary Medical Association.
