Lowe's plans to offer consumers a 5% discount on purchases with a new private-label credit card is part of a bid to help the home improvement chain regain some ground it has lost in recent quarters to main challenger Home Depot. Observers caution the effects may be muted by the fact that Lowe's doesn't own the financial institution offering the credit or by the launch of a similar offer by Home Depot to counter.
