The National Transportation Safety Board says the pilots of a Gulfstream G650 were conducting a test to simulate engine failure when the plane crashed on April 2, killing four. The board released its preliminary accident report on Thursday, though determining the cause of the crash could take up to 12 months. Gulfstream says it is cooperating in the investigation and will resume test flights only when "we and the Federal Aviation Administration" determine that it is safe to do so.
