The Pentagon is retreating from an effort to insource jobs, which officials, including Defense Secretary Robert Gates, say has not produced the cost savings expected. The move to bring more contracted work back into the government was designed to make sure that "inherently governmental" work was being done by government employees, but the Pentagon has issued a memo making insourcing subject to the same fiscal constraints as those in place elsewhere in the government.
