The number of students in Ireland who struggle in maths, science and reading rose from 11% in 2000 to 17% in 2009, according to a European Commission report. Ireland also has done a poor job of increasing the number of students graduating with maths, science and technology degrees, the report states, and trails other European countries such as France, Belgium and the Netherlands in the number of students enrolling in early-childhood education.
