Pennsylvania is changing how it calculates schools' graduation rates to count only students who earn their diplomas within four years. The change has drawn criticism from educators at the state's charter and online schools, who say students often enroll there after struggling in traditional schools and take longer to graduate. In 2009, the state set a graduation rate standard of 85%, which only one of the state's 11 online schools met.
