Royal Dutch Shell is studying whether to pursue legal action over potential losses from the U.S. government's deepwater-drilling moratorium. "Before launching any form of action or deciding not to launch any form of action you need to gather as much information as you can," said Peter Rees, a Shell legal director. Such permitting delays could decrease Shell's daily output by 50,000 barrels of oil equivalent this year, CEO Peter Voser has said.
