All dogs and cats of appropriate age and health will have to be spayed or neutered before they can be adopted from shelters, pounds, humane groups and rescues in Arkansas, under a new state law set to take effect July 1. In the town of Conway, a program that gives vouchers to adoptive pet parents to pay for later sterilization procedures will remain in effect for animals too young or ill to have the surgery when they're adopted.
