Recent pat-downs of children and elderly and disabled people can be described as outrageous, writes columnist Rick Seaney. Seaney writes that the Transportation Security Administration's decision to test a "trusted traveler" program suggests that it is considering shifting to a risk-based system. However, Seaney notes that such a system also requires that the TSA use common sense when determining risks.
