A draft plan being considered by German lawmakers to shift the country away from nuclear power would boost incentives for offshore wind farms and scale back incentives for land-based ones, insiders said. Under the draft proposal, the above-market rates for offshore wind power would only start to go down in 2018, three years later than initially planned. Meanwhile, incentives for onshore wind farms will be cut by an additional 1.5% in 2012, the document showed.
