Moody's says it may downgrade the credit-rating outlook for the U.S. as lawmakers grapple over whether to raise the federal debt ceiling. Raising the ceiling would allow the country to keep its AAA rating, the firm said. However, it may still shift to a negative outlook if Congress fails to come to a "credible agreement on substantial deficit reduction."
