Nurse staffing and professional nursing care access have improved in California hospitals following the implementation of the nurse-to-patient staffing law, a report from the University of Pennsylvania and Arizona State University stated. Experts said staffing at state hospitals increased from 6.44 hours per adjusted patient day in 2004 to 7.11 hours in 2008. State hospitals also improved quality of care and incidence response, and more registered nurses were able to attend to patients, according to the report.
