To enhance the floodplain environment and reduce the vulnerability to flood damages of those in flood-risk areas along the Missouri River, the government should improve and develop a national model for floodplain management, says Gerald Galloway, a retired brigadier general with the Army Corps of Engineers. "Actions like evacuating people, improving building codes, [and] effective land-use planning" must be implemented, he said. "We ought to proceed with the idea of how can we make ourselves less prone to risk, rather than: What are we going to do to stop nature?" Galloway concludes.
