As the Illinois State Toll Highway Authority concluded meetings regarding its 10-year capital plan worth $6 billion, proposals to cover the $1 billion budget gap included a toll hike, not only for road maintenance, but also to construct other state projects such as the Elgin-O'Hare Expressway extension, interchange construction at Interstates 294 and 57, lanes and space addition for mass transit along I-90, and Route 53 north expansion. State officials believe the public will accept toll hikes if these are tied to economic gains such as retail and industrial development as well as job creation.
