More than 10 states this year have approved legislative policies that change teacher tenure, evaluations or collective-bargaining rights, among other policies. The legislative focus on improving teacher quality arguably began with concerns that schools were not distinguishing between effective and ineffective educators, and the movement gained momentum with Race to the Top requirements that schools tie teacher ratings to student achievement. Some say, however, the new policies also have been driven by budgetary concerns.
