The Department of Energy's announcement of a $133 million loan guarantee for Abengoa Bioenergy's proposed cellulosic-ethanol plant in Hugoton, Kan., could also help the company move forward on a plan to build a second ethanol plant at its facility in Madison, Ill., according to Chris Standlee, the company's executive vice president. The company could build the second plant in Madison in the next few years, Standlee said.
