The Arizona Department of Education no longer will require teachers to be trained or reassigned if they speak with an accent. Under the agreement, which involved two federal agencies, such decisions will be left to individual districts. Federal officials said that evaluating teachers' English fluency is largely subjective. "There are many teachers with accents in many classrooms across the state," said Ignacio Ruiz, the director of language acquisition in Tucson. "I know from my personal experience as a principal that students can do well in that setting."
