Missouri residents are voicing opposition to an Army Corps of Engineers proposal aimed at mitigating flood risk along the Mississippi River. The proposal -- dubbed "Plan H" -- would make the state a "dumping ground" for floodwaters when the river crests, residents said. Under the new plan, most levees along the river's upper portion would be raised to hold back floods and provide 500-year flood protection.
