The California state assembly passed a bill requiring all dogs and cats adopted from shelters to have a microchip ID implant. The bill, if signed into law by Gov. Jerry Brown, would take effect Jan. 1, and backers say it will dramatically reduce the $300 million California spends each year housing and euthanizing stray or lost animals. According to an AVMA study, 73% of pets with microchips are likely to be returned home from a shelter.
