Germany said a proposed financial-transaction tax would apply to the EU, instead of only the euro zone. French President Nicolas Sarkozy and German Chancellor Angela Merkel floated the proposal after their summit in Paris. "When you look at the measures the chancellor and Sarkozy presented ... many of them affect all 27, and that is the intention with the financial-transactions tax," said Steffen Seibert, Merkel's spokesman.
