The U.S. Education Department is considering how best to meet the needs of a growing number of students who are English-language learners and have disabilities. ELL students are expected to make up nearly 40% of students by 2030. About $1.2 million in federal grants are being offered to support three winning approaches aligned with response-to-intervention techniques that can be tested in elementary schools.
