The chief financial officer is becoming a more dominant force within the IT-budget environment, as CFOs now approve 26% of IT investments, compared with 5% approved by chief information officers, a study finds. More than 40% of IT teams report directly to the CFO, while 33% report to the CEO. Experts say that IT managers often have trouble putting their budget requests into terms that are persuasive to value-conscious CEOs and CFOs.
