A State Department report released on Friday concluded that the $7 billion Keystone XL oil-sands pipeline system to bring crude oil from Canada to Texas can be built without causing any significant environmental problems. The project could get final approval by the end of the year, although it must now pass through a 90-day review period that will include public hearings, says Kerri-Ann Jones, assistant secretary for the Bureau of Oceans and International Environmental and Scientific Affairs.
