Local officials and residents at a public hearing asked the Army Corps of Engineers to rebuild the Birds Point-New Madrid Floodway in Missouri and raise it 11 additional feet to provide adequate protection in flood-prone areas. The Army Corps blasted the structure with explosives to control the floods when the Mississippi River crested in May. Floodwaters would have overwhelmed the levee even if the structure had been left intact, said Maj. Gen. John Peabody, the Army Corps' commander of the Great Lakes and Ohio River Division.
